Mastrogiurato était le fonctionnaire de premier ordre avec le pouvoir d'agir en matière juridictionnelle et fiscale. Dans les terres féodales, les foires et fêtes religieuses les plus somptueuses étaient dirigées par le Mastrogiurato, «qui, comme d'habitude, hissant le drapeau royal, accompagné de messieurs et de beaucoup de monde à cheval et à pied, s'y rendit et termina la journée en se tirant sur la cible, gagner successivement trois palettes de tissu de soie, qui ont été exposées comme prix. Le soir, il s'est levé en triomphe et, au milieu des cris de joie, ledit drapeau a fait le tour de la ville, puis a été conservé dans le château ».
